Just extract the .xtreme file, then double click it, after that open your preference tab in winstep and look for it in the themes section :)

I don't use Winstep but the dock on the bottom of the screen cap is something that looks awsome! is there anyway to just get the dock?

I only ever used the dock (workshelf) in winstep, you can download the skin and rename the ,xtreme file to .zip and use winrar or 7zip to extract the content if you like :)
