If you dont want to use any apps just go to C:\Windows\System32\oobe and create a folder named Info and inside that another folder named backgrounds.If the folders are already there save your image...

It seems that whatever changes i make have no effect,maybe i stumbled upon a bug or something?.I calculated the top of the red to the top of the black dimensions at 89 pixels.My settings right now...
