If your going to do it in the shell32.dll system file then you only need to change it for the system32 folder but as you found out, you need to copy it to your desktop and then add your new images and save it, then rename the original and and add your new one back in, but I do not recommend this method as it has more chance of going wrong plus using Theme Resource Changer means that you can have different images for each theme you select and it will all change with the theme without you needing to do anything.
