I love Tornado's Rainmeter skin so I cam here and downloaded the Windows 7 Theme to match it but it's not installing on my pc

It shows that the 'Blueish' theme is loaded up but none of the text boxes or windows look any different. I know that once loaded this should just work but any help would be appreciated :-)
