Most if not all created themes here will come with wallpapers and start orbs included, the only icons that come standard with most themes are the imageres.dll icons which are your network, My PC, Recycle Bin and User folder icons.
If you are looking to change your entire systems icons you can find icon sets here in both iPack and 7tsp format, which one you use is up to you, but no they generally do not come packed with the theme itself.
