So this is a quick tutorial on how to change the user frame on the start menu.

Open restorator 2007
Go to C:\windows\system32\ and drag explorer.exe into restorator
Open the bitmap folder and go down to 7013
Now you can edit that image or make your own. Make sure they are the exact size.
Open task manager
Kill explorer.exe
Save explorer in restorator
Use task manager and run the explorer you saved
You're done. You should see your results as soon as you click on the start button.
I use a frame that was made by alkhan from deviantart. Credits to him.
Mine looks like this: http://i712.photobucket.com/albums/ww128/psych0t1c20/s1-2-1.png
I hope I helped. ;)

I've tried making one once, didnt work too good :( You need to do them the exact same way you do start buttons
