I think it can be done, the start menu animation you can already get so maybe the rest can be found as well somewhere.

EDIT: Just noticed this Video is about 8 months old so maybe it hasn't been done but I'm sure the Start menu is the same animation I have seen for some themes.

That is cool .... wud be great to see a theme like that.
M$ cud get some ideas from that and put them into Windows 8.

o.O I found some of the ways to change, for the mouse over, I went to the ummm I think Windows and Shell-> somewhere there is a start menu mouseover name sort of thing, I made one image, and then I made more, and then it made an animated thingy...

You should mess around with the idea some more and post back your results.
