I make my icons on Photoshop at 256x256 and then I use the icon program to change them from png to icons.

You can get CS4 on a 30 day trial from Adobe if that helps and Paint.Net is a pretty good free program to use, Gimp has some handy features as well and there are heaps of good tutorials about for it.

Adobe CS4 (30 day Trial) (http://www.adobe.com/products/photoshop/family/)
Paint.NET (http://blog.getpaint.net/)
Gimp (http://www.gimp.org/)

Well i appreciate your help. I guess unfortunately its just gonna take some time for me to learn all the tricks. Although ive seen videos of people using photoshop and stuff. and i noticed that this free stuff doesnt have nearly as much tools. same with the free trials. but im sure you can still do some cool stuff with what i got. Ill figure it out sooner or later. But just know that you are in for alot of questions from me. So im going to test your knowledge. lol. Thanks Grim.

you could try adding a new layer, comepletely white around ur icon, opacity 30% and then new layer with black around ur icon, opacity 60 %
and BTW set both of these layers to color,
this will acheive a nice effect
