I think so, the theme in the screen shot is my Full Black Horizon theme and the middle looks like it has been Photoshoped because it should look like this.

There are content Margins for the images, if you want to extent the top you need to increase that margin, the vlues are for left, right, top, bottom, if you increase the top margin it will give you a larger space at the top of the Start menu

These are all the ones you need to change.

Start Menu > Panels > Basic > ProgramsList > ContentMargins:Margins
Start Menu > Panels > Basic > ProgramsListExtended > ContentMargins:Margins
Start Menu > Panels > Basic > PlacesList > ContentMargins:Margins
Start Menu > Panels > Basic > PlacesListExtended > ContentMargins:Margins
Start Menu > Panels > Basic > NSCHost > ContentMargins:Margins
Start Menu > Panels > Basic > SearchView > ContentMargins:Margins

There is also another one in Aero

Start Menu > Panels > Basic > PlacesList > ContentMargins:Margins

You can remove that property if you like and then the value you set in basic will be used instead.

Sorry mate I have been a bit busy lately and only just seen your replies.

The numbers represent the number of pixels for Left, Right, Top, Bottom content margins, if you want to increase the height of the menu edit the the number of pixels for the top content margin

Just make sure you use the same number of pixels on all of the areas I listed except for,

Windows 7 > Start Menu > Basic > PlacesList

Windows 7 > Start Menu > Aero > Top > PlacesList

For both of those they should be about 40 pixels less then the other numbers because of the offset already set for the user picture frame.
