To change the log Off fly out menu colours

Start Menu > Menus > Basic > Toolbar > Image
Start Menu > Menus > Basic > MenuBand > Seperator >Image
Start Menu > Menus > Basic > Toolbar > Button
Start Menu > Menus > Basic > Toolbar > <default> > TextColor:Color
Start Menu > Menus > Basic > Toolbar > <default> > Hot >TextColor:Color

You can also add a nice effect by adding a shadow to the text with these values.

TextShadowType:Enum > Single
TextShadowOffset:Position > 0,1
TextColor:Color > Black
TextShadowColor:Color > Red:112 Green:117 Blue:129

The colours will be different depending on what other colours your using but this is how it looks for me with those settings.

This might seem like a dumb question. How the hell do you get to "start menu" to begin with?

You either need to modify a theme or make your own using Photoshop or something similar, Paint.net is pretty good as well if you want something free.
