Not 100% on this but I think it's one of these:

Explorer & Shell > Shell > TaskDialog > PrimaryPanel > FillColor:Color
Explorer & Shell > Shell > TaskDialog > ContentPane > FillColor:Color
Explorer & Shell > Shell > TaskDialog > SecondaryPanel > FillColor:Color
Explorer & Shell > Shell > TaskDialog > ControlPane > FillColor:Color
Explorer & Shell > Shell > TaskDialog > FootNotePane > FillColor:Color
Explorer & Shell > Shell > TaskDialog > FootNoteSeparator > FillColor:Color

I make all those the same fill colour and I am pretty sure one of them is for that, some of those have images but I add the fillcolor property instead and change the image type to none.
