please help!!!!How to Save A Modifying Theme!!!

i'm using VSB 7,when i'm modifying the theme, changing effects and some cool tabs.when i test running the theme it's ok and i'm save it, it's successfully done. when i copy the theme and paste it into windows/resources/theme.when i go to personalize, i cannot see my work....why? :idk: :idk:
