Here is the complete explorer screen, with numbers from 1-6.
For
(1) change fonts and the buttons foreground.
(2) change background
(3)change buttons
(4) change background
(5)change font & font size
(6) can you show to make scrollbar slider a fixed size(if no skip)
(7)Change highlight

Please Excuse me Mr Grimm for the amount of help I need but this help me get my theme done.

Toolbars, Headers and Rebar > Toolbars & Headers > Toolbar > <default> > Normal > Font:Font
Toolbars, Headers and Rebar > Toolbars & Headers > Toolbar > Button (Make sure Fonts, Colors & System Metrics > Fonts & System Metrics > FlatMenus:Bool is unchecked)

(2) change background

Toolbars, Headers and Rebar > Rebar > Rebar
Explorer & Shell > Explorer > Menu Bar > Background

(3)change buttons

Explorer & Shell > Explorer > CommandModule > <3>
Explorer & Shell > Explorer > CommandModule > <4>
Explorer & Shell > Explorer > CommandModule > <5>

(4) change background

Explorer & Shell > Explorer > CommandModule > <1>

(5)change font & font size

Explorer & Shell > Explorer > TreeView > TreeItem > Font:Font

(6) can you show to make scrollbar slider a fixed size(if no skip)

Buttons, Boxes & Controls > Scroll Bars & Trackers > ScrollBar > ThumbButtonVertical > SizingType:Enum - TrueSize (Keeps a fixed size but doesn't really work to well, not recommended)

(7)Change highlight

Explorer & Shell > Explorer > TreeView > TreeItem > Hot
Explorer & Shell > Explorer > TreeView > TreeItem > Selected
Explorer & Shell > Explorer > TreeView > TreeItem > SelectedNotFocus
Explorer & Shell > Explorer > TreeView > TreeItem > HotSelected

8. Control Panel Title fonts, size and Background

Styles > ControlPanelStyle > Title > Font:Font

Background image is in C:\Windows\System32\Shell32.dll Bitmap images 634, 635

9. Uninstall or change program, Title fonts & Background

Styles > ControlPanelStyle > Title > Font:Font
Fonts, Colors & System Metrics > Fonts & System Metrics > WindowText:Color

Explorer & Shell > Explorer > Control Panel > ControlPanel > ContentPane > FillColor:Color

I'm new to customizing so my question is:

How is all this done? Do you use an application or do you customize it by editing the existing files manually? If manually, where do I start?

You need Windows Style Builder and an Image editor like Photoshop to make a theme, you could also use Restorator if you just wanted to edit a few images from another theme but it's pretty limited.
