ok basically I want to change the hover & highlight color in explorer (folders) as well as on the desktop.

Explorer & Shell > Explorer > Items View > ListView > ListItem

That changes the desktop hover/highlight as well? I also don't seem to have the items view thing under Explorer & Shell.

Sounds like you have an older version of style builder(1.5 is the latest).I don,t have an old one any more,but if there is a windows 7 section below explorer and shell, try search for the properties Mr GRiM gave you in there.
