Do you know if this problem due to the explorer settings about the ownership for Start orbs?

Im trying to do a setup of RemoteJoyLite Program to record my psp screen on my pc.When im trying to setup it,it says the following :

"You do not have the necessary rights security to setup this software on this pc. etc

right click on it and select
'run as administrator'
