I hope you meant this question for windows 7 as I,ve moved it.


Toolbars, Headers and Rebar > Toolbars & Headers > Toolbar > <default> > textcolor

underneath this location are the colors for hot ,disabled etc, changing this text color effects quite a few area,s in explorer window, more options menu and menubar etc
