This is not working, after update which was released in April

You must unlock persmissions.
1. Take Ownership this file
2. Enter a Properties of this file
3. Go to the tab Security
4. Click Edit
5. Mark Administrators group
6. Mark Allow > Full Control
7. Apply

I recommend to show on YT in HD
In Poland, but items is on the same place

Done.

You can now edit this file.
This "unlocking" files works with all system files
