Need help with light effect in photoshop

Does any one have a tutorial on how to create this sort of effect, i'm talking about the light rays coming from behind the dragon in the image below, I have tried for the past to hours to recreate this effect with no luck. any suggestions/help much appreciated.

Yeah, there is some similar ones, like the using the wind feature, it just doesn't look the same.
