As far as I know it has been configured in a file other than the files Win Style Builder accesses, but I don´t know that for sure.
What I do know however, is a little program called TaskbarBlurToggle which runs in the background and removes the blur from taskbar on Windows startup. It´s not integrated, so not an ideal solution, but it works and I´m so happy it does. For I have been sitting with that same question for a long time before I found this utility.
