If you are not creating a theme and just wanting to change basic settings then there is an additional step to follow from what you are currently doing.

Scroll down and you will see "7. To Change the "Advanced Window Color and Appearance" Settings " That should get you what you want.

Thanks for the reply, but still can not find where I can change the text color of these areas in Windows Style Builder, I have changed all the text properties in WSB to white, but still black, anyone know where I can change this color of this text?

That may be what you are looking for.
