Hi Paradoxmax :)
To make the theme of course you will need windows style builder
to create the images there is many programs you can use myself I use photoshop for works like that but it's an image editor you need such as photoshop or gimp porgrams of that nature
those spots you are looking to edit are in the msstyle so in wsb they would be these places
first the start menu to edit would be these spots
Start Menu > Panels > Aero > Top > Programs List > Programs List
Start Menu > Panels > Aero > Top > Programs List > Programs List Extended
Start Menu > Panels > Aero > Top > Programs List > More Programs
Start Menu > Panels > Aero > Top > Programs List > More Programs Extended
Start Menu > Panels > Aero > Top > Programs List > NSCHost
Start Menu > Panels > Aero > Top > Programs List > More Programs Tab
Start Menu > Panels > Aero > Top > Places List > Places List
Start Menu > Panels > Aero > Top > Places List > Places List Extended
Start Menu > Panels > Aero > Top > Places List > Logoff
Start Menu > Panels > Aero > Top > Places List > Logoff Extended
Start Menu > Panels > Aero > Top > Search > Open Box
Start Menu > Panels > Aero > Top > Search > Open Box Extended
Start Menu > Panels > Aero > Top > Search > Search View
Start Menu > Panels > Aero > Top > Search > More Results
The start menu is seperated into many images thats why there is so many :)
the part where you have the taskbar dock frame your asking that would be the aero peak thats located here
Taskbar & System Tray > TaskBand > Aero > TaskBandExtendedUI > Horizontal > Thumbnails & Controls > Background
in the second image that bar is the comand module toolbar located here
Explorer & Shell > Explorer > CommandModule > BackgroundShineLayer
the link that faizalotai (http://virtualcustoms.net/member.php/193868-faizalotai) put above is a great one for Dave Sr's tutorial you will find pretty much every spot in themes to edit in his tutorial :)
