there are several ways of creating the effect of a laser beam.
I know a few of them for example,
start with adding a dark collar with big soft brush(outside of laser)
then painting over with a smaller brush with a lighter collar until you reach a white collar.
(all on the same layer)

or

just create a soft brush white line and add in a glow layer style.

and there are a few other methods.

so what method do you use and of course why?

I use the blending options, start off with a black line, add a color overlay, add a slightly darker color for the outer glow then a slightly lighter color for the inner glow.

Here's how I go around this problem (very simply)
Grab yourself a Pen tool and make a nice line

Make sure your brush is set to white, low hardness and size around 3-4 (depends on how thick you want your line to be)

get your pen tool again and right click your line, press "stroke path" ,you may or may not check the "simulate pressure" button (I prefer to simulate pressure, but it depends on what you're making)

Now that you have your white line, give it some outer glow. I personally don't add anything else, outer glow gets the job done quite good imo.
Adjust the values to your liking.

Hope this was somewhat helpful

Now if you want to mess with it a little bit more, click "filter" - "distort" - "wave" hit randomize and OK. That makes pretty neat effect if you're making some abstract background for a wallpaper.
