I think it was cropped from a 'Radial steel' image...
Google 'Radial steel' image...
and crop it...

Im pretty certain I could do that, man...
Provided my name was sete, and I didnt suck at photoshop... But neither of those things are true...
I think theres a little more to that texture than one radial gradient alone will give you though, bud...
Personally, I would use this image as an 'Overlay', and apply it to each individual letter of text I might be using...If thats what you had in mind...
That way you could tweak the position of its flare on your text, as well...

From what I understand, that 'V' alone, was designed by Grim himself...
