As it´s just an exe file just double click it & install...... a box comes up asking if you wish to make it your default screensaver.

Taco1233 (http://virtualcustoms.net/member.php/304281-Taco1233) Welcome to VC. You can use a program called 7-Zip to extract the installer so you can install and use the screensaver. Just tried on Windows 7 and it works fine.
