How to make cursors?

I am just looking for help on making cursors. Google wasn't much help.

Basically i want to make cursors based off of the PlanetSide 2 cursors. The game just has a gorgeous UI.
I fount the actual .cur files, but the other cursors dont really match the theme.
Only two are really usable, the "arrow" and "rotate" are perfect but i dont know how to go about making the other cursors or how to animate the "rotate" cursor.
Any tips please?

Here is a free app that will do the same things as axialis cursor workshop actually gives some more tools to help create cursors there is a vid instruction tut in the post if you google real world cursor videos u can find more tuts in you need more help :)

I have made a couple by now. I am still having trouble finding tutorials that discuss what i am trying to do. Quite a few have helped though.

At this point i need help merging icons together and re-size them. For example the Default Windows 7 icon for "Working in background" has the arrow and the wait animation. I want to do the same thing with two separate icons and combine them to get the similar animation style, but with my custom icons. However i need to re-size one to fit properly.

Anybody know how to do this? Or know of a video showing how to do this?

The arrow is the unedited original. I made the animations for the other two. The wait animation is also the original cursor, i just animated it.

I would love some feedback and tips please.

sorry I did not see this post here the best way to do what your asking is to use the cursor program and extract the cursor you need as a film strip png or if its an icon use an icon workshop to extract the image as a png then go into photoshop or grimp whatever your fav graphics editing program is and make the changes to them in there :)
