carbon and other effects

there was a file that i downloaded a while ago when the site was still using the older (i think php forum style) that would allow the taskbar to have different effects show up on it. i dont remember the name of it or where to find it and ive looked every where. could it be possible that it was one of the things deleted when everything was ported over?
