I do not know when but I do not have the option to create new folder in Windows 7 anymore. Any idea how to fix it?

My best guess would be a 7tsp pack causing your issue
I would try restoring to default threw 7tsp first
If not run the sfc /scannow command

Win 7 for awhile was known to have reg issues. Sometimes when updating, others when modding or simply installing new software. The easy way is to do what Big V said and if that fails try restoring back to an earlier point.
Id recommend the hard way but it involves a lot and involves editing your system registry.

if you cant restore your option for the folder creation, i found that if you want to have it again without a backup of your system.

Start the registry editor (regedit.exe)
Move to HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers
From the Edit menu select New - Key and enter a name of New. Press Enter
Move to New
Double click on the default value and enter data "{D969A300-E7FF-11d0-A93B-00A0C90F2719}" (don't type the quotes)
Click OK
Close the registry editor
You should now have a New item on the context menu. A reboot is not needed.
