Windows 8.1 camera app not working

Hey guys.. i got a problem with my camera app. I just bought a new Acer ZS600 touch screen pc. It came with Win8 but i upgraded to 8.1.. problem is is when i open the camera app.. it says another app is using the webcam. I ended all task of any app running from task manager but the problem is still there. Also something that i think is realated is when i walk by my computer.. the right click menu in chrome pops up on it own and makes a weird sound. Could i have a virus that is using my webcam?? Ive ran Malwarebytes and Avast and even Advanced System Care Ultimate.. but my problem is still there.. im at wits end here.. lol thanks

The right click issue is more strange. Try downloading and running AdwCleaner (Choose the Download now @ BleepingComputer link)

Woke up this morning and the camera light is off... rc hasnt popped up.. yet anyways. Thanks for the reply and the links.. :)
