As you may know, Desktop Window Manager in Windows 7 (which implements Aero user interface) has a bit more parameters than you can change using default Control panel features. For example, you can not set amount or disable Aero stripes - that lines on your "Glass". Other inaccessible feature is second color of window, also known as "Glow color". It appears when you hover one window with second.
AeroTuner (http://winaero.com/comment.php?comment.news.3) is software which allows you take full control on Aero and can change all parameters of DWM.

On image above you can see example of two-colored DWM and you can see how it works.
Note what you may have to tune up balances of "normal" color and "glow" color for best result.
