The startup sound in modern Windows is hardcoded in system libraries since Windows Vista.
If you need to change it, you have to modify system libraries.
Startup Sound Changer is free portable solution whics helps to change the startup sound in Windows 7 and Windows Vista

It allows you to change sound that you hearing at "Welcome screen" with two clicks:
-click "replace"
-choose some new new *wav file
-enjoy
Use the "restore" option to restore the default sound.
Note that Startup Sound Changer WILL NOT work under limited account.
