I saw a pic of a theme i want, can anyone give me info about it?

Ok so I saw this pic, but the place where I found the image doesn't offer any clues about the theme as a whole, only its transparency feature.
I love everything about the theme, except maybe the yellow "Back" arrow button thingy. I'm sure its not just a theme its probably a bunch of programs working beautifully in sync.

Thanks so much for your quick replies! and yes your right Aries, ty. I had never used Rainmeter. I didn't know the whole theme was pretty much rainmeter, i thought it was a crazy theme.
