About your situation let's go step by step:
1. You say you follow some tutorial did you talk about this one: http://virtualcustoms.net/showthread.php/65613-How-to-install-and-setup-your-customization-applications-on-Windows-8-1-1
2. About downloading content from this site, propably it's eather your internet browser or Antivirus/security center software, so eather disable temporerly antivirus software or change internet browser to some other!
3. Also will be nice that you make screenshot of your problem so me and others can see what's really going on your OS! :peace:

Here you go:
1. To fix php download issue with this site, install on your OS Firefox or Google Chrome as default web browser. This is not first time that some users with IE have this issues!
2. To fix your blended text problem, you need to disable Black Glass Enhanced application, cause when you use Glassy/transparent windows explorer on white windows color background it will look the way it looks on your OS! Use that application only if you use Dark Custom Windows Themes!
This case is closed! :Peace:

Dear friends,

We're all here to help. If the op has any issues, I'm sure he/she will write back. So, till then let's chill, as, on the +ve side, the browser issue seems to have been fixed :)
BTW, I need help as well; I'm trying to record my desktop to post it here (a video recording), so any pointers to any relevant s/w that would help me accomplish my task would be highly appreciated.

TIA and cheers,
AC
Keep smiling:peace:
