I downloaded the 8.1 version but wanted to thank the artist personally for this.

I don't know in what language you're running Photoshop but it seems like the font doesn't have all the characters for that language.
You can change the fonts for the system in the control panel. Control Panel > Appearance & Personalization > Personalization > Window Color > Advanced Appearance Settings. A small window will pop up in which you should change the font for 'icons' & 'window' to something else.

if your problem still persist please run iPack and click on patch only selected item and unclick from patching file display.dll and themecpl.dll
