Need help with a new timedate.cpl file plz.

Hello, I need help with a new timedate.cpl file please. I recently switched to a lighter color theme to match my new bg a bit better, but I need an installer for the timedate.cpl file i managed to get for it. I have the file but I just need an installer for it. It say's its for Windows 8.1 and i'm running Windows 8.1.1 . If someone can please make a installer for it I wuld be grateful. Here is the Timedate.cpl file.
