Screensaver making

I have an MP4 file that I want to turn into a screensaver, much better if I can split the video to just turn the third video part into the screensaver, aka clip the video.
Anyway I need software or someone who can take the video and do this please.
Id like to use safe software as so many other there are not working or fake, and free with no watermark please.
Ive uploaded the video if you can do it, or I can download software and do it myself which ever support is offered.

I've made two versions one with original 1280x720 resolution and a resized version 1366x768 which is most laptop size....This is my first attempt at making screensavers so please use with caution.

so what you are saying is that you just want the 3rd part of the scene and the rest cropped out? Do you need any special software for that as windows live movie maker can do the same thing.I know it comes with windows 7.don't know about 8 and up.If thats all your asking,then it is really easy to do.if not,then i am unsure as to what you want.
