You will need to use a Start Menu style hack in Windows 8.1 if you want to create and modify a start menu, the default SiB start menus use a custom msstyles that only contains the start menu images and properties, these can be edited with WSB 1.7.5 but you will not be able to use the WSB test function, you will need to save it and then apply it with SiB.

The SiB start menu msstyles are located in C:\Program Files (x86)\StartIsBack\Styles

If you want to create a new start menu in a new 8.1 msstyles you will need to use a style hack, the style hack will need to be put in the stylehack folder here %AppData%\VistaStyleBuilder\StyleHacks then apply the style hack in WSB.

I have attached a Start Menu style hack for you to use on Windows 8.1 with SiB.

SiB will automatically detect if a msstyles has a start menu and use it.
