I wish there was some sort of FREE! key word there, software that allowed the use of animated wallpapers on Windows 10 cause the Windows 7 Dreamscene activator doesn't work on 10 and the only alternative I have found wants money for it (If I could I would have bought that)

i found this. yes it's gif but i know online and desktop apps that will convert video files to gifs(large gifs but videos are large anyway.)
