15002's lack of action center

Even after a clean-install, the action center doesn't work. I've read various cures and decided a fresh start was the answer. But NOOoooo.

Im on 15002 and action center works. Its trying to update to 15007 as i write this but its acting whacky.. not wanting to download

I'll tell you what could go wrong; forgetting to uninstall the All-in-One and receiving the GREEN sod! However, after a reset, I'm at 15007 and the action center works! Now I can reinstall everything I reinstalled yesterday.
