What is the best utility to get 3r party themes to work?

I have been trying to get 3rd party themes to work on windows 10 build 15086.

Now sfc and refresh does not work on windows 10.

So I am going to reinstall from dvd disc.

I will either install windows 10 1607 build 14393 , OR windows 10 build 1511 15086.

The first utility I tried was uxstyle. Did not have without any luck with it.

So what is the best utility to get 3r party themes to work?

if you're doing a fresh install i would do 1607 aka build 14393.726 aka rs1, and then use dhjohns all-in-one installer AFTER reading mr grim's thread on install themes on aforementioned build.

it's 1607 aka rs1 aka 14393.??? and it is in the aio.
