I know it's possible I see all kinds of themes on here showing it off. I just need help. Icon Packager didn't work for this. I have Vista Icons I want to apply. Please help.

With the latest version of IconPackager (10) if you can change all the icons of the system.
But if you have problems applying themes, try an installable icon pack (iPack)
Here are many icon themes (http://www.deviantart.com/browse/all/?section=&global=1&q=iPack)

I honestly stopped using 7tsp up to Win 8 because of the incompatibility and errors it gave me when applying a pack.
more secure is to use an iPack (98% compatible) or the same IconPackager (100% compatible and customizable)
