Windows 1607 Theme Patcher?

Title. I am trying to install http://sagorpirbd.deviantart.com/art/Vista-Themes-Final-for-Win10-521781687

and I installed the UXThemePatcher he supplied [RAW TITLE:UxStyle_0242_x86_x64_for Windows 10 RTM.exe] and I rebooted but it looks like this:http://i.imgur.com/rfQNFc0.png

I left him a note but I am starting to wonder if it just doesn't work? I re-ran the installer and it says Uninstall so it's there. Do I need a special Installer for this or something?

Hi I have more to add (I am not one of those idiots who just scream "i have the same problem" without anything to add)

I have the same view you are having. If I go to my admin account however, the theme works.
This is the weird thing, not ANY admin account will work. My account has admin privaleges but it does not work. ONLY the Administrator account has this theme. WTF :(

Alright if you are having this, uninstall the theme, make sure your accoutn is an administrator, reinstall,
Reinstall windows if that no work
