How to Change Command Bar in Dialog? Mine is Messed Up

I'm trying to customize command bar button in shell dialog window (browse, open, etc) and edit images in:

Explorer & Shell > Explorer > CommandModule >> Button, SplitButtonLeft, SplitButtonRight

but somehow its shows ugly 3D unskinned button as follows (inside red rectangles).

What possibly went wrong? Did I make mistakes and how to fix those unskinned buttons?

I'm using Windows 10 1703 (Creator Update). This theme is imported from my Windows 8.1 and in Windows 8.1 this problem also occurs exactly like this.
