I do not think you can do that, or maybe later with some script made by Grim but I doubt that the process can be reversed.
Although the easiest way would be to make several stylehacks of a specific theme and simply apply it one by one.

I have backported themes to 7, it's done all manually. You will need to remake the theme using one window of WSB to look at the 1703 theme.
