Hi again, everybody. I wish you the best in your work or work.
I know that they can orient in what I expose.


I recently learned how to create gifs with photoshop.


Now I want to know with which program are made this kind of gifs.

Adobe after effects. At least to create the effect as a video then you can use photoshop to scale it down and create the gif. Its a bit intimidating if you havent used it before just so you know. Mr grim's avatar can be made using photoshop but it will be easier making the effect using adobe after effects, in my opinion.

There are 1kk of programs to create avatars.
In my case I use Illustrator to create the main shapes, then perfection in Photoshop (Fx and colors), then import it to After Fx to animate and render it (with transparency) and in a format that Photoshop allows to then import and convert it into GIF (Save it in photoshop as WEB resource provided).
That's basically the process, it's up to you that apps to use because there are several.

You could look into possibly using Blender as well (it's free).
Edit: It's pretty clear the avatars in the OP use at a minimum PhotoShop and After Effects programs
