Windows theme only works in Administrator account.

The theme does not show in normal user accounts. Only administrator. On my normal account it shows white windows. It does show black windows apps like settings and stuff. Im on build 1607 and I have no idea whats going on.

I fixed it, reinstalled windows,

Remember your account must be and administrator during install
AND that you must not have messed with the ownershipppppp
