I have read Dave senior theme guide building but it doesn't mention about this.

logon screen is not part of the .msstyle file hence nothing to do with stylebuilder..

To change that go to Fonts, Colors, & System Metrics > Fonts & System Metrics and change Highlight for the border color and HotTracking for the fill colors

Can anyone help me with this please. I don't know where are the location of these black lines (in resource hacker or wsb is ok)

im not 100% sure about this but do you by any chance have this property here:

Explorer & Shell > Explorer > Items View > ItemsView > Folder background > Bordersize:Int

also this:

Explorer & Shell > Explorer > Items View > ItemsView > Folder background > Fillcolor:color
