How To:
You'll need your system patched with UXThemePatcher.

You'll also need 'StartIsBack' to apply the start menu & taskbar style & 'OldNewExplorer' for windows explorer to look exactly like it is in the screenshot.

Installation:
a)Extract the contents of the 'Theme' folder & copy them to:
C:\Windows\Resources\Themes
b)From Personalization, select & apply the theme.

Additional:
Check the 'SIB Settings' screenshots included in the zip for theme specific settings in StartIsBack.

Disable new addressbar & searchbox feature of Windows 10 1909:
Windows 10 1909 aka 19H2 features an addressbar & searchbox which is wider than any before.
To restore the old searchbox & addressbar, from the 'Disbale Enable 1909 New Search' folder,
run the 'Disable New Search.cmd' file to disable & alternatively run the 'Enable New Search.cmd' file as administator to re-enable the new addressbar & searchbox.

Yes Bud, this is rainmeter and on the right side is (Leather System v1.0 by Heke - DeviantArt) I like it as it shows the 8 x cores. On the left side is (Blueish by Tornado on DeviantArt) Both of these sets have more items that I don't have on show. I did edit them slightly with adiditional blue here and there. The Dock is also rainemeter and part of the Blueish bundle.

in SiB setting there is an option to display glyph icons in start menu... turn it off(keep it unchecked) for icon packs just check this thread out:

you're not using start is back .. hence this is happening... it's not a theme issue... the default start menu can't be themed

as far as i'm aware, on windows 10 i don't think it's possible to insert any frames for user pic .. you'll need windows style builder to make the change
navigate to start menu> places List> user pane & check to userpic box to enable it

i think you are using 4K monitor or DPI higher as default 100%
not all themes support higher DPI as 100%
