top window frame bug

Windows is bugged with the above.

The window frame top is moved down by 1 pixel for many apps (UWP)

It is not easy to notice until modifying it, but it is there in all windows 10 ver. I've seen

I can not find a way to transpose it upwards 1 pixel. Is there any work around I can implement?

It was caused by accent policy (showing that grey color incorrectly appears that the frame is insunk)
HKEY_CURRENT_USER\Software\Microsoft\Windows\DWM\AccentColor

Google chrome is the only remaining offender, I suspect a style or extended style will be the culprit.
