ok i figured it out for you when you use oldnewexplorer uncheck hide up and it should be there

For more details , this up level arrow is located in system file ( shell32 or imageres don't remember ATM ) and refresh one belongs to explorerframe resource.

The only way to mod them is to patch them either manually or using a custom pack dedicated and still keeping your Ribbon too.

In earlier versions of Windows, the file should be located in explorerframe.dll or imageres.dll

In Windows 10 2004, the file location has changed, I have used Resource to view the dll,According to my attempt

I can exclude dlls located in the following locations:

explorerframe.dll
shell32.dll
imageres.dll
Dll in the theme file

I don't think and pretty sure it didn't change even up to 2004 version ....

EDIT: hmm wait , I posted about that topic where you should now look into systemresources subfolder in Windows folder :)
That's why you didn't achieve what you are looking for.

System32 is obsolete since latest win builds and started with 1903.

Files you are looking for resources are *.mun
