It changes the Start menu, Taskbar, and a tad bit of the file explorer. Also I'm not the one who got this updated for use again, I simply found the github for it and posted all the info here xD

Sadly no. That has never been an option in Classic Shell. But you can make skins for it as well as taskbar images. And right clicking with ExplorerContextMenuTweaker actually works with Open Shell unlike StartIsBack++
